The voice you are hearing is that of the actor, Chelsie Ross, who made a movie career out of playing complete jerks. In this instance he is playing the Notre Dame Coach, Dan Devine, who had taken over for the charismatic, Ara Parsegian, who had promised the young player, Rudy, in the movie, RUDY, that he could suit up for at least one play before the season was over, and Devine was not honoring that pledge.
